Ninety-one nations attended the first NPT review conference. This conference's goal was to strengthen the treaty as much as possible, collect more signatures on the treaty, and review anything that could be added to the treaty after the couple years of use.
Many states were concerned with the seemingly one sidedness of the treaty favoring Nuclear States because there were many obligations required of Non-Nuclear Weapons states compared to the relative few obligations of the Nuclear States. The worry was the Nuclear States were not taking enough steps towards disarmament as they should. The US and the Soviet Union had slowed and possibly stopped their race to arms with an agreement between the two of them.
The conclusion was reached that nuclear disarmament was still a priority in all the signifying countries and there would be continued support of the NPT.
